What happened
Version 2.0 of the Sovereign Infrastructure Reference Architecture is published: a technical specification covering the identity, data exchange, and governance layers, released for sovereign adaptation rather than as a product.

The specification describes how the layers of a national digital public infrastructure fit together: how identity is established and verified, how data moves between agencies without either side surrendering control of it, and how oversight is designed in rather than added afterwards.
It is written to be implemented by a team that has never met Azul Tech. That constraint drives most of the editorial decisions in it.
Why a reference architecture rather than a product
Countries differ in law, institutional shape, and starting point. A product assumes those away and a country then bends itself to the software. A reference architecture inverts that: it fixes the interfaces and the guarantees, and leaves each state to implement them within its own constraints.
Adaptation is the expected outcome, not a deviation from it. Two countries implementing this specification will produce different systems that can still exchange data with each other.
Who it is for
Ministries and agencies planning national digital infrastructure and wanting an architecture they can own. Implementing teams, whether or not they are Azul Tech, who need a specification precise enough to build against. And oversight bodies who need to know what good is supposed to look like before they can tell whether they got it.
