Core Stack Architecture

Secure. Auditable. Sovereign. Resilient.

The Azul Stack is the reference architecture for national digital public infrastructure: five layers, from identity and entitlements to payments, data exchange and oversight, standing on infrastructure built to withstand institutional and cyber stress.

It is specified openly through the Protocol Lab, so every nation that adopts it can audit, operate and extend it on its own terms.

The institution behind the Azul Stack.

Azul Tech established the Protocol Lab to research and specify the five sovereign layers of digital public infrastructure. It writes the reference architectures that governments adopt, and publishes them so they can be examined before they are built.

  1. 01

    Research

How identity, payments and data exchange work in practice across national registries and agencies.

  2. 02

    Specify

Open, auditable specifications for each of the five layers, from identity to resilient infrastructure.

  3. 03

    Publish

Reference architectures released openly, so any nation can adopt, audit and extend them.

5 layers, one sovereign system.

Each layer stands on the one beneath it, from identity at the foundation up.

  1. LAYER 01

    Identity & Trust

The root of all entitlements and public services.

    • CRVS
    • Digital ID
    • Authentication
    • Access Control
  2. LAYER 02

    Entitlements & Payments

Transparent benefit systems and secure public finance distribution.

    • Benefit Systems
    • Public Finance Distribution
  3. LAYER 03

    Intelligence & Oversight

Dashboards, AI analytics, compliance monitoring, and audit readiness.

    • Dashboards
    • AI Analytics
    • Compliance Monitoring
  4. LAYER 04

    Interoperability & Data Rail

Secure data exchange across ministries, registries, and government agencies.

    • Secure Data Exchange
    • Registries
    • Inter-Agency
  5. LAYER 05

    Resilient Infrastructure

Nation-scale, zero-trust, high-availability architecture built to withstand institutional and cyber stress.

CAPABILITIES & STACK

We design. We build.

End-to-end engineering, custom protocol design, and deployment of mission-critical national infrastructure.

We Design
Layer 01
We Design
Through Protocol Lab — an institution of Azul Tech — we design reference architectures that governments adopt.
We Build
Layer 02
We Build
We are building a reputation as the legion that makes things happen. Tested architectures built for Africa and the Global South.
We Scale
Layer 03
We Scale
Infrastructure designed for one nation becomes the blueprint for many.
We Standardize
Layer 04
We Standardize
What Azul Tech builds becomes protocol across Africa and beyond.
We Comply
Layer 05
We Comply
Systems built to be audited. Evidence an oversight body can check, not assurances it has to take on trust.
We Empower
Layer 06
We Empower
We train national engineers to run what we build, so the system outlives the contract.
